Which controls show that an HR knowledge article remains approved for a particular audience and question?
Evidence scope and method
This study synthesizes ten public governance, privacy, security, recordkeeping, and work-design references into an operational event model. The sources support control design; they do not decide a particular legal, employment, medical, or pay question.
Finding
A publication date alone does not prove current approval. Useful evidence includes the controlling policy, audience, permitted use, exclusions, qualified reviewer, approval date, next review trigger, superseding version, and withdrawal status.
Operational model
Give each answer a stable identifier and version. Link it to sources and decision owners, expose only active versions in the support view, and retain prior versions for audit without making them selectable.
Control test
Test a policy amendment, changed vendor link, jurisdiction exception, stale bookmark, and emergency withdrawal. Confirm search and templates resolve only to the approved version and route exceptions.
Implementation boundary
A Philippines-based coordinator can maintain records, check required evidence, run approved comparisons, and route exceptions. The employer retains policy interpretation, access approval, employment decisions, sensitive communications, and corrective action.
Limitations
Version control does not prove the underlying advice is lawful or complete. Review intervals depend on change frequency and risk, and urgent employee questions may require direct qualified review.
Evidence-led conclusion
A support answer is safe to reuse only while its authority, audience, and exception boundary remain visible. Expiration and withdrawal events are as important as initial publication.
