Research question
Which measures help an HR help desk improve without encouraging unsafe shortcuts? Combine response time with resolution quality, reopen rate, privacy handling, and escalation accuracy.
Methodology
We adapted service-management measurement concepts to HR support and cross-checked the controls against privacy and records guidance.
Key statistic
NIST’s Privacy Framework treats privacy risk management as an ongoing governance activity. Therefore a faster answer is not a better answer if it discloses information to the wrong person.
Scorecard
Track first response, time to resolution, percentage resolved with approved knowledge, reopened cases, escalations by category, and sampled quality. Keep personal details out of the performance dashboard.
Implementation takeaway
Publish the service boundary: what the coordinator can answer, what requires HR owner review, and what must go to legal, payroll, or security. Review samples weekly.
