What evidence quality must exist before an HR administrative workflow is suitable for automation?

Evidence scope and method

This study maps request, source, authority, access, exception, decision, and closeout events against ten public governance, privacy, security, recordkeeping, and work-design references. The sources support the control model but do not answer a specific legal or employment question.

Finding

A stable form is not enough. Automation needs an authoritative source, explicit field definitions, a versioned rule, a permitted action, an exception path, a qualified owner, and completion evidence.

Operational model

Score readiness by evidence presence. For every automated action, record the source system, governing version, validation, owner, sensitive-data boundary, exception state, and reversible or approved outcome.

Control test

Test stale rules, duplicates, conflicting sources, missing consent, changed effective dates, and an unavailable owner. The automation should stop safely, preserve the request, and route a precise question.

Implementation boundary

A support coordinator can maintain the ledger, identify missing evidence, run approved comparisons, and route exceptions. The employer remains responsible for employment decisions, policy interpretation, legal duties, sensitive communications, and approval of access or corrective action.

Limitations

This method does not determine whether a workflow is lawful, fair, or suitable for automated decision-making. Technical reliability does not authorize employment decisions, and sensitive work may need to remain manual.

Evidence-led conclusion

Automation should follow evidence discipline, not compensate for its absence. Good first candidates are narrow administrative actions with authoritative inputs, reversible steps, and visible exception ownership.
